Senate Passes Companion Version of Carter, Steckloff’s ‘Limbo Nine’ Legislation to Protect Michigan’s History

DETROIT, Sept. 10, 2026 — The Michigan Senate today passed Senate Bills 1139–41, a package with versions of state Rep. Tyrone Carter’s (D-Detroit) House Bill 6228, along with HB 6227. This legislation would help communities preserve and invest in historical museums. The bills are part of the “Limbo Nine” package reintroduced after prolonged litigation and months of delay. Carter issued the following statement in response:

“Michigan’s history belongs to all of us, and preserving it requires a serious commitment to the institutions and people who preserve and teach it. Years of inadequate investment have left too many museums without the support they need to thrive. We have an opportunity to change that. The Senate has taken action, and I hope House Republicans will join us in supporting these institutions and the people who make them possible by passing this long overdue legislation. These are Michigan stories, and they are worth preserving.”
